1. 배경

2021~2022년, 행정안전부 산하 공공 교통 전문 방송국은 수익성 악화와 장기적 사회적 가치 강화 필요성에 대응하기 위해 중장기 비전과 전략 수립 프로젝트를 추진했습니다.

Situation

In 2021–2022, a national public broadcaster specializing in traffic information initiated a mid- to long-term vision and strategy development project to address declining profitability and strengthen its long-term social value.

2. 필요업무

사회적 역할을 강화하면서 경영 효율성을 높이고, 투자 대비 사회적 편익을 명확히 제시할 수 있는 전략 로드맵을 마련하는 것이 목표였습니다.

Task

The goal was to design a strategic roadmap that would enhance the organization’s societal role, improve operational efficiency, and clearly define the return on investment.

3. 인트라클리니컨설팅 수행 내용

재무 분석 및 이해관계자 인터뷰를 실시해 운영 효율화 방안을 도출하였습니다. 또한 사회적 효용 강화를 위해 대국민 청취자 서베이를 실시하고, 미국, 프랑스, 영국 등 해외 선진국의 라디오 공영방송사로부터 정면교사와 반면교사 할 수 있는 벤치마킹 포인트를 발굴했습니다. 이를 통해 조직 구조 개선, 신규 수익 모델 발굴, 사회적 가치 지표 재정립을 포함한 중장기 비전 전략을 도출했습니다.

Action

We conducted financial analysis and stakeholder interviews to derive operational efficiency measures. In addition, to enhance social utility, we carried out a nationwide listener survey and identified benchmarking points by learning both best practices and cautionary cases from public radio traffic broadcasters in advanced countries such as the United States, France, and the United Kingdom. Through this, we developed a mid- to long-term strategic vision that includes organizational restructuring, discovery of new revenue models, and the reestablishment of social value indicators.

4. 결과

전략 보고서에는 중장기 비전, 핵심 추진과제, 실행 로드맵과 함께 B/C Ratio 분석 결과가 포함되어, 투자 대비 사회·경제적 편익을 정량적으로 제시했습니다. 해당 산출물은 기관의 중장기 운영 방향 수립을 위한 내부 전략 검토 자료로 제출되었습니다.

Result

The strategic report included the mid- to long-term vision, key initiatives, and an implementation roadmap, along with the results of a Benefit-Cost (B/C) Ratio analysis that quantitatively demonstrated the social and economic benefits relative to the investment. This deliverable was submitted as an internal strategic review document to support the establishment of the institution’s mid- to long-term operational direction.
