2021년, 한국 보건복지부 산하 공공기관은 프랑스 마크롱 정부가 추진한 최신 의료시스템 변화 정책을 분석해 국내 정책 방향 설정의 참고자료로 활용하고자 했습니다. 분석 범위에는 근거 법률, 재정 투입 규모, 펀드 운용 계획이 포함되었습니다.

Situation

In 2021, a Korean Ministry of Health and Welfare–affiliated agency commissioned an analysis of healthcare reform policies under the French Macron administration, covering legislative foundations, funding size, and fund management plans, to serve as a reference for domestic policy planning.

2. 필요업무

프랑스의 의료 개혁 정책 구조, 재원 조달 방식, 주요 사업별 투자 계획을 체계적으로 조사하고 국내 적용 가능성을 검토하는 것이 목표였습니다.

Task

The task was to systematically examine France’s healthcare reform framework, funding mechanisms, and investment plans by sector, and to review potential applicability to Korea.

3. 인트라클리니컨설팅 수행 내용

프랑스 정부의 공식 정책 문서, 법령, 예산안을 분석하고, 관련 학술·산업 보고서를 검토했습니다. 특히 공공병원 현대화, 디지털 헬스케어 확산, 의료 인력 재배치 정책을 심층적으로 연구했습니다.

Action

We analyzed official French policy documents, legislation, and budget bills, and reviewed relevant academic and industry reports, with particular focus on public hospital modernization, digital healthcare expansion, and workforce reallocation policies.
